Hi:

The tunings in Vorbis 1.1.0 are based on those done by other people, though 
Monty did make some corrections which got around a few bugs (if memory 
serves).

Monty has had to take up the main job of running Xiph, so he'll be doing 
less programming work for now (but he still will be doing some).

As for vorbis-tools 1.1, the main hold-up will be the implementation of the 
new libvorbis functions in oggenc.  Bare in mind though that you can 
compile current vorbis-tools against the new libvorbis and the new tunings 
will take effect.

BTW: What are the chances of getting ogginfo to show a total playing time 
for chained bitstreams?  Or will this be wrong for multiplexed streams?

Also, I've had a couple of windows users wanting a compile of oggenc linked 
against the new libs.  Any way of making that available at least?
