[Vorbis] vorbis 1.1.0

Speaking of 1.1.0, I've only just re-joined this list after a year or 2 
absence.  The last I heard was that 1.1.0 was going to include some ideas 
that Monty had for increasing the quality of low bitrates.  I see that 
someone else has provided the tunings for this release.

As a matter of interest, is Monty still working on Vorbis or is he dedicated 
to other projects?
