[vorbis] Bitrate stripping?

Search the vorbis-dev mailing list archives for "rhubarber".  Note that the 
code as posted was an April Fool's Day joke, and doesn't actually produce 
anything useful, but someone followed up with a patch later in the thread 
that makes it somewhat useable, at least.
