[vorbis] About Vorbis Encoder

That is true, but unfortunately, that is the state of things right now.  
There isn't much documentation on the encoder.  You can try this site

http://www.mathdogs.com/vorbis-illuminated/

which has perhaps more encoder information than I could find.  Note this 
site is a bit out of date but gives you an idea I guess.
