MDCT domain != frequency domain.  Doing equalization in the MDCT domain
will hurt quality.

And it isn't obvious to me that it would be faster in the MDCT domain; it
will need 1024 more memory loads.  Big parts of Vorbis are memory bound,
not cpu bound, already (on most cpu's).
