[vorbis] ogg2mp3 encoding

I know reencoding files decrease quality, but my portable mp3 player don't 
support ogg, so I am looking for a tool which can do it.
I have found some which do it, which are really useful because they support 
drag'n'drop; but they don't make use of tags, and I don't want to re-tag al the 
files.

Does anybody know a tool able of doing this? (I use WinXP)
