[vorbis] oggenc crashes on WAV input (with q > 4.99)

I don't think so. This particular error happens on very low-level input (e.g.
low-level noise at the start of a track, this is likely what you were seeing).
It's possible that this error would lead to an incorrect encode of that block
(I'm not sure - I don't recall the exact problem(s) here), but it would not
produce audible artifacts (might cause lower or higher than intended bitrate -
but for very low level noise this is pretty irrelevant).
