[vorbis] Encoding wavs to ogg

Hi Sergey
WinVorbis (http://winvorbis.stationplaylist.com) has an undocumented
feature which supports the basic tags (Artist Title etc) stored in WAV
files by Audiograbber. Unfortunately Audiograbber is not free so may
not be suitable.
