[vorbis] backing up comments

CDex doesn't allow entering of comments in the first place.
What I would like would be a stand alone program so i can share my
backup-file with my friends, and pass it back and forth and stuff, so that
the backup mechanism is not dependant on having specific software avialable
on each PC.
