No there isn't. Hmm, just kidding.

There is a codec called Speex and it's an open source project
that indeed compiles on Linux. Get it on www.speex.org

However it depends on what your definition of "codec" is. If you
need a plugin that works in your favourite Linux media player
application, then the answer may or may not be: no, there is no
such plugin available yet...
