Go to www.mingw.org and follow the links for the download.

Actually, on the testing I've done in  the past, I found that ogg vorbis
executables built with MinGW32 were very similar in speed to those compiled
with the Intel compilers. In other words, you'll find them faster than the
official downloads which are built with MSVC6.
