[vorbis] vorbiscomment causes "Illegal UTF-8 sequence in comment"

Speaking of which, I'm holding off on fixing vorbiscomment to do The 
Right Thing on Win32 (when --raw is not specified) until I get some sort 
of comment on my patch to oggenc.
