Not in my version (OggEnc from vorbis-tools-1.0-win32.zip):
OGGENC.EXE: unrecognized option `--scale'
WARNING: Unknown option specified, ignoring->

That would address potential decoder clipping, encoder clipping can still
occur afaics.
