[vorbis] Oggdrop XPd don't support Unicode ?

Ewwwwwwwwww.

As it stands in CVS, oggenc is horribly, badly, terribly broken on 
Windows with respect to UNICODE.

I have received zero feedback on this patch, good or bad. I would
