[vorbis] vorbiscomment and UTF-8

Ok, I think the problem is another:
I want to save the s with a invertet ^ on it
(see http://en.wikipedia.org/wiki/ISO_8859-15, 0xA8)
But all I see is the ".

I think I have to generate UTF-8 tagfiles to insert such symbols, 
because it is not available in my locale. But how do I do this?
