[vorbis] Which encoder ver to use?

Garf's tunings are high-bitrate, and can be found in special compiles of the
encoder... at Rarewares they're denoted as "GT3b1" compiles... Garf-Tuned 3
beta 1... It just has different psychoacoustic tunings for the higher
quality modes.  But yeah, check Rarewares...
