Well, you know... teachers tell to design first, and then write,
but in the real world things are different. New and experimental
projects like vorbis are quite hard to design without errors. You
usually develop the specs and the implementation at the same time,
then you write the decumentation, which may contain errors. Docs
are fixed later.

I hope so. This is the most annoying and easily detectable
problem of vorbis. IMHO Monty undestimates it. I never encode
anything at q<5-6 because of it.
