[vorbis] unabale to encode/decode

It's quite possible that the win32 SDK has begun to rot.
However, you're probably better off looking at the source code to oggenc
(ignore the FLAC bits, please) and oggdec.

If you have further questions about this stuff, I'd recommend asking on the
vorbis-dev mailing list.
