[vorbis] Format converters

The problem is the quantizing step to 16 bit while saving
the wav file - NOT the transform, the transform itself isn't
lossy.

Theoretically it's possible to directly take the unquantized
time samples after the mp3 decoding step and feed them into
vorbis codec.

But I think, it isn't worth the effort.

BTW: Monty: I'm still awaiting a statement on the
"gain of high frequencies"-thread in vorbis-dev.
I would be pleased if you can confirm or disprove it.
