Pretty much. You can't just tell the tcp layer to stop asking for a 
retransmit for a packet you don't care about anymore. It doesn't have
the right control knobs in userspace, AFAIK.

Why yes, it's called RTP/RTSP, just as the protocol of preference that uses 
TCP is HTTP :-)
