[vorbis] Debian mp3->vorbis transcoding

If enough people want a transcoder, there will be a
transcoder, but who will write it?
 * someone who cares about Free Software, or someone
   trying to make a fast buck from secret code?
 * someone who knows why 'transcoding is bad', or
   someone who programs in blissful ignorance?
 * someone who cares about Vorbis, or someone who has been
   given a list of incompatible formats and told to convert?
