[vorbis] bitrate peeling

I think it's also the killer feature for live encoding and streaming. 
This would save a lot of CPU time and bandwith for the encoding machine 
and you could smoothly adjust the bandwith for the client. With real 
streams you can hear the switching between different bitrates.
