[vorbis] bitrate peeling

There has been consistently more clamour recently for peeling tools;
this tells me that people want them.  Although I make my own
development priorities, I do pay attention to what people want.  No
tenative dates yet, but I'm thinking harder about implementation; I'd
say it's probably second development priority right now behind the
OggFile frame.
