[vorbis] bitrate peeling

Ive always thought killer app for peeling would be streaming audio.
not only selecting a custom bitrate to stream, but using client and
serverside logic to adjust the peeling on the fly. this could mean the
audio doesnt stop for bufferring (rather annoying) insted, the quality
is dynamicly lowered then raised again, hopefully being far less noticeable.
