Since Windows doesn't come with a C compiler, you're quite nearly SOL.

If you're feeling adventurous, install Cygwin (google for it) and gcc, the C
compiler package.

Good luck; if you're not familiar with the command line or on how to use
one, it'll probably be an exercise in frustration and little else.
