[vorbis] 22050 Hz in vorbis rc3?

I believe so.  Although I think all releases since about beta3 would eat
48kHz files just fine anyway.  Tuned != supported :)  Everything is
supported (except the last few bits of bitrate management) but not every
this quite tuned.  RC4 shoudl complete both steps for the entire
spectrum.
