[vorbis] When will quality increase be unnoticable?

Man, am I sorry for you. That's the worst MP3 encoder out there. :^(

Even if I did extensive tests and could not find differences in most 
samples, except one, at -q 1 (Ogg's that good), I encode at 4.99 for the 
same reason, since it's a sweet spot for the quality/size ratio.
