[vorbis] applaud.wav sounds worse in 1.0?

My bad, that should be velvet.wav , specifically the hi-hat gets periodic at 
-q 2 and lower levels.

Instead fatboy.wav is easier, but nonetheless exhibits a peculiar behavior 
if resampled at 22050 Hz: a kind of "breathing" that is absent in the 
original, and in the non-resampled oggs.
