My Duron 800 has similar behavior.  The lower I go, the faster it gets.

john33 from HydrogenAudio has posted various win32 compiles on his website from 
VC (7?), ICL 6, and GCC 3.1.  The GCC compile was the fastest from my limited 
testing.  Given, the differences between the three were pretty minimal, maybe 
folks with faster processors might see more gaint though.
