[vorbis] oggenc lowpass switch?

They appear in the set_advanced_encoder_options() function in
oggenc/encode.c in the vorbis-tools source tree -- or at least,
their names do.

To learn exactly what they do (beyond what's obvious from the names),
you'd have to read the vorbis-tools and vorbis source code, I think.
I doubt anyone's documented them (yet).
