[vorbis] Quality & ripping speed

I'm getting 7x on a PIII (encoding from wav). I've noticed that the 
higher -q value I set, the quicker the encoding. My assumption is 
that it was having to work harder as it was compressing more. I 
should add that I compiled Oggenc using GCC 3.1.
