But you're only satisfying audiophiles. -q0 is still much better than 64
kbit mp3 for example.

Does it really make sense for quality 0 to be "cd quality" on a scale of
0 to 10?

Even now with RC3 q0 is very good. It's much better than 64 kbit mp3 for
example. Many people are content with 64kbit! (i'm not one of them, but
still) Most people will stay in the 0-3 range for normal use. For
low-bitrate use, i.e. when you're willing to accept pretty dismal
quality for bitrate (without necessarily needing one specific bitrate)
you can't use the quality system at all just because the scale doesn't
go down that far! I'm sure the "problem" will be worse with RC4 or 1.0
which will have better quality at low bitrates.

I say either go for a -10...10 scale, redefine the current scale, or go
for a 0...10 or 0...100 scale. Whatever enables *everyone* to use
quality based encoding.
 
0 should be really poor quality. It's *zero*, after all. (Unless one
goes for the negative quality option)
