[vorbis] CVS RC4 -q0 too good!

I think it would be best if the current 0 to 10 scale were maintained 
and if the perceptual quality of each setting did not change between 
encoder releases, regardless of the bitrate used to obtain that quality. 
  It would be a pain in the ass to have to change the quality setting I 
use to encode with every release, I'd rather just know I was getting the 
same quality and have smaller files with every release :).
