[vorbis] Best quality setting for mp3 transcoded old radio shows

Since vorbis only has support for 44KHz (currently), but MP3 has
support all the way down to 8KHz, it is very likely that at the low
bit rates you are talking about, that the MP3 files have a
low sample rate.
Re-encoding to OGG would require upsampling (probably done
within MP32OGG) and the resulting re-code would not sound
as good or reach the same file size. Probably. Suck it and see!
