[vorbis] rc3 and lowpass filters

Everyone knows the -q5 lossy/lossyless stereo coupling division by now. 

What other quality quantisation points are there where encoding policy
makes discrete jumps? 

While it's not a "frequently" asked question, I suspect that for some
audiophiles, it would be usefull information to have easily available :)
