Some time ago I made something with 4DOS. I cleaned up the BAT a
little, and here it is (hope you don't mind the attachment, it's only
1.1kB).

To use the ENC.BAT, put it somewhere in PATH (preferably
C:\WINDOWS\COMMAND\), put OGGENC.EXE there, too, and run ENC ! from
the folder where your WAVs are stored.
