[vorbis] Another new famous game using VORBIS!!!

I just pulled my simcity 3000 CD off the shelf, (legal store baught 
copy) and it uses XA, all dated from 98. They are not OGG as after doing 
a hex dump it just has XAJ for the first 3 bytes.

Metrom is wrgone as SC3k doesn't use ogg as far as i can tell. was there 
even a working ogg encoder 4 years ago?
