The answer, as you have probably seen on the list is no, and no thanks.

Anyway, if you want to implement such a thing, do it on the Ogg stream
level so the same solution can be used for all Ogg files including Ogg
Theora and Ogg Tarkin. Doing it specifically for Vorbis won't make
anyone happy.
