[vorbis] Outputting Sound from decoder_example

I suggest you check out the Simple DirectMedia Layer library
(www.libsdl.org). I've used it on Linux for sound output, but it
supports Win32 as well.
There may be a more direct way to get sound output on Windows, but at
least with libsdl I could offer you some off-list help :)
