[vorbis] Newbie Question [devel.]

As per BUG #174 - BUG #176 , re: win32-Vorbis tools (which aren't
very serious bugs at all), not to mention I've sent off more new
code than fixes, is there a better place to ship off such things or
is Bugzilla the place for this?

Just seems to me that contributions should be proposed to an e-mail
list for critique instead of a 'minor/trivial/enhancement'
bug-report. I'm also subscribed to the vorbis-dev list, but the
intro message there lead me to believe that the public should STFU
entirely and just listen.

Perhaps I could be pointed in the right direction?
