That's maybe true for >1.0 versions. But until something hits v1.0,
it is usually considered non-mature (not stable, tested enough).
Versions >1.0 are considered something like an upgrade of something
that has already matured.

Now we all know that this doesn't apply to Vorbis, but it is
a general perspective...
