You mix up the ogg terminology. I assume you mean Vorbis packet and not
Ogg page. So what you say is that it is ok to add extra zeroes after the
last comment string in packet #2 ?

But if it's so easy, why can't the vorbis-tools do it yet? The
situation as it is now with tagging is not good.
