[vorbis] Reading Encoder version from encoded files

Hi:

You can determin the encoder version from the vendor string which, AFAIK,
should be viewable in pretty much all players.  The date will tell you what
version of libvorbis (i.e. the encoder) was used to encode it.  Also, I do
recall someone wrote some magic for file and submitted it.
