I don't think that this tag would be worth standardizing, but then
nobody keeps you from defining your own LANGUAGE tag. With oggenc, you
can use the parameter '-c "LANGUAGE=english"', and with Peter's Winamp
plugin just hit ALT-3 and enter your tag name and value under 'Other'.
For the artist's home country you could invent a tag named ORIGIN or
similar. It's all up to you, thanks to OGG's flexible tagging system.
