[vorbis] Tagging Ogg files

I agree. I'd love a tool that let me take files with a format like the
following:
tracknumber - artist - trackname.ogg
Read those into some variables, and write them as tags..
I suppose I could write a script to do this in Linux, but I'd like to have a
Windows tool to make it happen (preferably a modified version of oggenc that
did it automatically, for use with EAC.)
That might be asking too much, though.
