[vorbis] retrieving "instant" bitrate without vo_open?

yea, sorry.   vorbis_packet_blocksize() is returning negative values.  such 
as -135.  I understand the way to get the bitrate per packet now.   Just need 
to figure out what is going on with the negative samples per packet.
