[vorbis] Problems with German umlauts and vorbiscomment

This is probably a UTF-8 issue.  oggenc uses iconv to do the UTF-8
conversions for tags, and vorbiscomment does not.  ogginfo also does not
handle UTF-8 correctly, but I'm going to fix that tomorrow.

Are you displaying the comments with vorbiscomment?
