Absolutely not.  What's to stop a patent holder from _changing their
mind_.  This has happened with MP3.  Unless each free user/developer has
a signed patent license from the patent holder, they basically have no
rights as I understand it.  Maybe something could be fanangled where the
FSF gets a signed infinite use license and _that_ is what the grants are
made from.  Then of course we've just moved our trust from On2 to FSF.
While I trust the FSF more, a business may not.  So in the end, we
haven't really satisfied the Freedom that we need.
