It's still 128kbps only.

AFAIK Monty is working on bitrate management right now, so that'll
have to be finished first before more tuning makes sense.

The CVS version seems to be an improvement over RC2 for some
people, but last I heard from Monty he considered it rather
unstable. That could have changed by now.
