[vorbis] Ogg FLAC

Isn't Ogg supposed to be a encapsulation scheme for codecs like Vorbis or FLAC?
Isn't it desirable for codecs like FLAC to move to being Ogg codecs?

It seems FLAC has it's own constructs which are redundant with Ogg's, but (being
ignorant of the structure of each) might it not be desirable to create a variant
of FLAC which removes the redundant parts from the FLAC format and uses those
provided by Ogg?  Then we have Ogg Vorbis and Ogg FLAC and players which will
play any Ogg.
